JOB SUMMARY:

The Safety & Patrol Manager oversees occupational health & safety management in addition to all aspects of Ski Patrol. The health & safety function will develop, implement and maintain policies, programs and compliance in workplace safety, employee & guest health, medical documentation, loss prevention and industrial hygiene. This position will work closely with leadership to develop and guide strategy, goal setting and long-range planning. The Ski Patrol function will manage the safety of on-mountain guests and employees, overseeing medical aid, avalanche mitigation work, rope rescue, lift evacuation and avalanche rescue. Responsibilities in both areas include staffing, training, budgeting, scheduling, interdepartmental relations, and guest service. The successful applicant will exude strong leadership skills and creative problem solving to promote a proactive safety minded, efficient operational environment.

POSITION REQUIREMENTS:

Education:

Bachelor’s Degree from an accredited university or equivalent combination of training and experience to compensate a degreed program.

Experience:

4+ years ski patrol and workplace safety management.

Skills:

Ability to manage and lead industry professionals on daily tasks and Patrol duties. Acute understanding of Incident Investigations. Ability to manage and coordinate a Basic medical facility and triage center. Adaptability to ever-changing dynamic situations and guest service awareness.

Training:

Proficient in avalanche rescue operations. Familiar with, avalanche forecasting and mitigation methods. Proficiency with Microsoft Office Suite and products.

Certifications:

ICS 100-300, NREMT Certification, CPR, Associate Safety Professional (ASP) or Certified Safety Professional (CSP), EMT, Athletic Training or higher medical qualification.

WORK ENVIRONMENT: The work is primarily performed in forest environments in steep terrain where surfaces may be extremely uneven, rocky, covered with snow and ice (winter season), covered with vegetation (summer season), and in snowy conditions, etc. Temperatures vary from above 80° F to below freezing 32° F. The work environment involves high risks with regular and recurring exposure to potentially dangerous situations such as skiing and snowboarding in challenging winter environments, responding to emergencies in freezing conditions, and unusual environmental stress where high risk factors exist which cannot be reasonably controlled. Dealing with victims in varying stages of fright, panic, and injury. The hazardous nature of the work requires Personal Protective Equipment (PPE) be worn at all designated times.

ESSENTIAL DUTIES AND RESPONSIBILITIES (other duties assigned as needed)

  1. Lead and manage a diverse team of patrollers, medical professionals and staff in all on site medical and emergency response during all seasons both indoor and outdoor.

  2. Work with POWDR Risk Management to design, deliver, and assist implementation of health & safety training programs to meet or exceed state and federal OSHA regulations.

  3. Work with the operations and leadership team to maintain, train and document emergency response plans, employee safety and guest safety programs.

  4. Avalanche hazard forecasting, avalanche mitigation, oversight of explosives, and avalanche rescue.

  5. Supervise and be accountable for the interviewing, hiring, training, and scheduling of Ski Patrol and NSP staff to ensure proper staffing levels for business and budget compliance.

  6. Oversees Incident Investigation program. Follows investigation standard practices set forth through the NSAA in the Accident Investigation Resource Guide and Terrain Park Resource Notebook.

  7. Provide adequate and frequent training for employees on conducting Incident Investigations.

  8. Work directly With POWDR Risk Management and insurance representatives to follow up on pending Incident Investigations.

  9. Oversees departmental training program, schedule of training, training topics, and safety during training. Oversees candidate/apprentice program including budget and staff levels, testing of candidates to patrol level, and forecasting needs for future patrollers.

  10. Oversee budget planning, use, and purchase of supplies and materials for operational needs. Work with the leadership team develop future operating and capital budget item requests.

  11. The Ski Patrol Manager will be responsible for knowing the department budget items and constraints and will be responsible for operating the department within the budgetary constraints from a supply and labor standpoint. Any deviation in excess of the department budget must be approved by the Director of Mountain Operations.

  12. Administer and enforce applicable mountain and area rules and policies.

  13. Oversee the completion of all necessary pre-season setup, in season maintenance, and post season tear-down of mountain and trails, as well as building supplies and areas needed for the operation of the ski area, including all facilities used by Ski Patrol and NSP.

  14. Oversee and ensure completion of all patient care records and files. Ensure completion and proper documentation and photos of incidents resulting in accident investigations.

  15. Liaison between Lee Canyon, the National Ski Patrol, EMS agencies, Paramedics, and Hospitals to ensure proper handling of patients and patient transfers to other providers in the EMS system.

  16. Maintain and keep incident rates and accident investigation files, maintain training and equipment for lift evacuation and low-angle rescue.

  17. Prepare, revise and distribute Ski Patrol, NSP, Health & Safety policies, OSHA standards, and procedures and manuals, to ensure through supervision of staff, the proper and adequate dissemination of information.

  18. The Ski Patrol Manager is a dynamic job at a mountain resort. There are many emergency response and operational tasks that develop or change as the operation of the ski area continues. As such, the Ski Patrol Manager will be required to act and perform in a number of ways in accordance with their training and/or experience.

  19. Promotes a guest service culture within the department ensures facilitation of weekly safety meetings with staff, promotes safety culture, and participates with POWDR wide Ski Patrol best practices.

  20. Interdepartmental and intradepartmental relations to promote team unity. Including, working with Snow Surfaces and Grooming Manager to establish daily grooming priorities.

  21. Promotes a guest service culture within the department ensures facilitation of weekly safety meetings with staff, promotes safety culture, and participates with POWDR wide Ski Patrol best practices.

  22. Strict Adherence to all state and federal employment laws, company policies and safety standards. Other duties as assigned.

  23. Other duties as assigned by the Director of Mountain Operations, posses a strong intermediate skiing or snowboarding skill level and be reasonably physically fit and able to perform patrol duties in a high alpine environment with unpredictable and adverse weather conditions.
