Classification Description Summary
Under general supervision, supervises and participates in the investigative, inspectional, training and educational duties of the Fire Prevention Bureau; enforces fire prevention and protection codes and regulations; and performs related work as required.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Directs and coordinates the activities of assigned personnel in the Fire Prevention Bureau; plans, schedules and assigns work; reviews and evaluates the performance of subordinate personnel; and recommends personnel actions.
Recommends changes/additions to and assists in implementing bureau policies and procedures.
Assists and advises in the formulation of bureau, in-house and public training programs, and implements, directs and periodically reviews and assesses the operation of on-going training programs.
Conducts inspections and supervises other fire personnel in the inspection of industrial, commercial, institutional and residential establishments.
Issues citations to compel legal compliance.
Oversees investigations into the causes of fires to insure that procedures are thorough and complete; investigates suspected cases of arson.
May make or assist in making arrests and takes charge of evidence; assists in the prosecution of arson cases.
May investigate more difficult complaints regarding fire hazards.
Inspects, evaluates and makes recommendations on condemnation proceedings.
Enforces federal, state, and local code provisions concerning hazardous substances, transportation and storage; insures compliance with codes with regard to abandons structures; and reviews building plans and guarantees conformance of plans and specifications with fire codes and regulations.
Delivers technical lectures, demonstrations and talks on fire safety, prevention and protection; administers fire drills in schools, hospitals and other public buildings.
Maintains records and prepares reports.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Training and Experience:
Five years of progressively responsible experience at the Fire Inspector level, performing duties associated with inspection, or investigation, education and training, augmented by formal education from an accredited college or university in building construction and fire prevention, fire loss estimation, hazardous materials, fire protection equipment and systems, related codes and ordinances, blueprint reading, and principles of personnel management totaling 24 semesters credits or 40 quarter credits. Six years of Fire Prevention experience may be substituted for the educational requirement.
Licenses and Certificates:
Possession and maintenance of a valid Nevada driver's license, Fire Inspector I & II Certification, and Fire Plans Examiner Certification.
Satisfactory completion, with current certification, in a recognized first aid course as prescribed by the City of Reno Fire Department policy.
International Code Council (ICC) Fire Inspector I & II Certification and ICC Fire Plans Examiner Certification required within one year of appointment.
To maintain his/her position the Fire Captain must acquire the Certified Fire Investigator I & II from Nevada State Fire Marshal's Office within two (2) years of appointment or the Certified Fire and Explosion Investigator through the National Association of Fire Investigators within three (3) years of appointment or the Certified Fire Investigator through the International Association of Arson Investigators within six (6) years of appointment.
The Civil Service Commission may grant a one time, one year extension for good cause shown.
